There is a plethora of laws, regulations, institutions, policies and programmes in the area of Water, Sanitation, Waste management and Sewage systems. The challenge has been the enforcement of the laws and regulations, and the lack of connectivity in the execution of the policies and programmes in the sector. Against this background, the focus of the policy prescriptions in this sector, is restricted to new institutional arrangements that will coordinate current efforts in the sector in an efficient and effective manner. The following policy prescriptions are therefore proposed:
